The essential difference
Two writing systems, one language family
Traditional Chinese preserves many older character forms. Simplified Chinese uses character forms standardised with fewer strokes for many, but not all, words.
On Magic cards, the quickest clues are recurring characters in the card name, type line and rules text. Artwork and set symbols alone do not identify the script.

Are Traditional and Simplified Chinese different languages?
They are writing systems. They can represent Chinese language varieties with different character forms and regional conventions.
Are all characters different?
No. Many characters are written identically. Recognition depends on finding characters whose forms actually differ.
Can artwork identify the Chinese version?
No. The same artwork may be used for multiple languages. Printed text and cataloguing data are more reliable.
Can both versions be used in the same deck?
Language does not normally change the underlying Magic card. Tournament legality depends on the card and format rules, not on whether its Chinese text is Traditional or Simplified.
